Now we are confronted with a knowledge economy age, and the competitive elements have turned to be knowledge, information, technology and talent, among which the talent is one of the most information elements upon with success of failure hinges. Human resources are playing a crucial role in knowledge economy age. If the human resources are in good management, the effectiveness generated corresponds to geometric progression of resources put in, by contraries; the company might suffer invaluable losses or irremediable damage. It should be learned that reasonable intellectual exploiture and its efficient utilization is a complicated system and a long-term strategic task.It needs establishing polices to develop and utilize human resource scientifically for improving and promoting human resource quality. The policy can only be based on the real condition of human resource development and analysis and understanding its problems. The author indicate the thinking and resolution of DHI(Dalian Heavy Industries Co., Ltd) human resource development in carrying out the human resource plan, utilizing encouragement and establishing training system with enterprise characteristics according to its lack of human resource, structure of profession and the problems of training and employing.It is the important reason that enthusiasm of human resource and inefficient utilization. Only we do the human resource development and utilization well can DHI improve its competitive ability and win in the heated competition of the marketing.
