High-tech and high-tech enterprises have been attracting more and more attention as the coming of the age of knowledge economy. Governments of all countries take high-tech and high-tech enterprises as the main method to raise their competence in international market, and have made detailed plans to develop it. The key resources of high-tech and high-tech and high-tech enterprises are knowledge and the people who master it. As a developing country with the most population, China has the advantage of human resource to develop high-tech, and it is the only way to catch up and exceed the developed countries in the future. High-tech enterprises will determine the position of our country in the coming knowledge economy world.Our high-tech enterprises have been developing after the western developed countries', and have made big progress, but still have a long way to go. This dissertation thinks that the key question of high-tech enterprises is human resource management and development. In high-tech enterprises, human resource management has not only its own demands and characteristics, but also has an active process, so that in different phases it needs different means to manage and develop the human resource of high-tech enterprises.By analyzing the personalities of high-tech enterprise, the dissertation divides the growth of high-tech enterprise into five phases: courtship stage, new operating stage, growth stage, high platform stage, and maturity stage. By researching and analyzing all the stages of high-tech enterprise, the dissertation puts forward some steps and means to improve the management and development of human resource suitable to different phases of high-tech enterprise.The main goal of this dissertation is to seek the suitable methods and steps to develop our country's high-tech enterprises. Realizing the situation of our high-tech enterprises, we have many works to do and a long way to go. We need to quicken the process of industrialization of our education, establish the market system of human resource, to promote the mobility of talented people, and to build a good atmosphere for high-tech talented people to live and work. These are external environments. As to the high-tech enterprise itself, it should bring up people-centered management thought, modify the structure of enterprise's organization, multiply the incentive means, and mold a advantage enterprise culture. By these, we expect the practice of our human resources development can shift from extensive form to intensive form, and our high-tech enterprises grow to maturity stage. At last, the methods of reckon and value on human resource accounting are put forward in allusion to the problems of conception and operation on human resource accounting.
