A Study On Innovation Of Rural Public Goods Supply Institution

Presently, the issues concerning agriculture, countryside and farmers are the most important problems of China. Among them, the rural public goods supply issue has great influence on the economic development and stability of rural areas. The trend of non-collectivization reform of family contract responsibility system gradually changed the original system arrangement, by which the local public goods supply is concentrated. However, the present Chinese rural public supply system still can't completely adapt to the new system situation. The default caused great insufficient of rural public goods supply and disconnected the supply and demand, which can't meet the need of rural socio-economic development. Especially the present rural tax-fee reform is a case in point. Though it lightened peasant burden and improved rural public goods supply to some extent, but because of the financial difficulty of local government and the "One project, One discussion"system fails to bear the responsibility of rural public goods supply, the public goods supply problem is getting more and more server. The key to solve the problem lies in system innovation. This paper has analyzed the rural public goods and the relevant theories of supply institution by focusing on this reality and proceeding with the basic theory of public goods. On the basis of the theory and the current rural public goods supply situation, this paper thinks that imperfection of the institution is the ultimate reason for the supply insufficiency of rural public goods through by deep research from the profound level. The imperfection of these institutions shows mainly as follows: the non-balanced public goods between urban and rural areas, the outside-institution supply of rural public goods, the unreasonable dividing of responsibilities of rural public goods supply, the top-down decision-making mechanism of supply, lacking effective supervision mechanism to the use of funds and management of rural public goods supply and the singleness of supply channel for rural public goods. All of these have offered effective basis for solving the supply problems of rural public goods. This paper analyzes the innovation of rural public goods supply system through three different levels of system innovation: the government, village organization and private unit, and put forward my own thoughts from three different angels: fairness, efficiency and expanding the total amount and range. From the view of government level, the critical task is to build up and complete the public finance system, which is the urgent requirement of the rural public goods system reform. From the view of village organization level, the key point is to complete the village self-governance system and improve the decision-making and supervision system. Moreover, it is very important to encourage other non-profit organization to participate in the project. And the innovation of private unit is also a very important way for the pluralism of rural public goods supply, which can improve the supply efficiency and increase the total amount and range of the supply in case of the finance difficulty of local government occurs, and meet the fast increased rural public goods demand.
