Based on the analysis of history , current situation and the industrial positioning of the Shougang Machinery Electric Co., Ltd. ,the author points out in the thesis that there has been lots of problems in the company accumulated for years, such as a large amount of bad assets, redundant employees and huge debts burden. It's necessary for SMEC to register a new corporation under SMEC with its good assets and qualified employees which focuses on producing heavy machinery electric products with well-known brand. Meanwhile, SMEC should restructure the rest of business and assets by introducing foreign investment and taking advantage of relevant government policies. The immediate task for SMEC is to drive the restructure with new product investment projects which fits SMEC well and has less competition and higher added value, TBM should be such kind of a potential new product for SMEC. Beijing, where SMEC is located, has a huge amount of investment in metro construction before2008 Olympic Games and TBM as the critical equipment for metro construction will have a great market demand. Currently all TBM used in the metro construction of major cities in China are imported from foreign countries. The strategy of SMEC to work with and even joint venture with Herrenknecht Co, Ltd. Germany in producing TMB has been concurred and supported by Beijing Municipality leaders. It is very possible for SMEC to utilize the business opportunities in Beijing's metro construction before 2008 Olympic Games adjusting the industrial structure of the enterprise and revitalizing the modern manufacturing industry of Beijing .The thesis proposes that SMEC should enter into the TBM market by establishing a TBM leasing company . After detailed analysis of brand build-up, value chain, cost accounting and quality control after service for the TBM leasing company, the author also raises possible investment plan as an important step for the strategic reform of SMEC.
