From the view of the enterprises, payment is one of the strongest tools carrying them forward. Firstly, it does significant impacts on the employees' attitude and behavior. For example, it may attract some top ones and keep their interests the same as those of the enterprises. Secondly, because of the enterprises having to competing within the market, they couldn't only take the employees as cost, but also as important resource paying back to them.From the view of the employees, the policies relevant to payment impact extremely on their life. To the employees, it's very important to obtain equitable payment. Payment is often treated as the marker of status and success. When the employees are evaluating the relations of themselves and their enterprise, polices of payment are usually the most important fact that referred to.So we can say, in the modem times, designing and dealing with payment system is becoming one of the most difficult projects. Effective payment system may carry the enterprise's HRM into the better circulation; On the contrary, the activities of the employees will never be taken out.Under the guidance of Marxism and some of the west salary theories and with conscientious study of the payment system under the modern regime, the author seeks setting up a payment system with internal equity and external competitiveness. The main body of this article is including three partsę¢„ystem evaluation, new system design, evaluation of system operation. The operation proved that the new system is overall successful and it's fit for the four principles of payment, namely, it's equitable, competitive, stimulating and economical.The main methods that are taken in this article are document consultation, comparison study and facts analysis of the enterprise.
