Faced the Opportunity and challenge of China's accession to WTO, more and more enterprises of China realize the benefits using the advanced management concepts and method of ERP to strengthen the enterprise's competition ability. But the fact is that the successful rate of implementing ERP system in the enterprises of China is very low. As to the state-owned enterprise, the successful rate of implementing ERP system is lower. At present, there are hardly any articles to specialize in the state-owned enterprises' problems and countermeasures in implementation of ERP system. The state-owned enterprise is one of the most important components in our country's economy. So it is significant to study how to implement ERP system successfully in the sate-owned enterprises. Through the detailed research on the problems of the state-owned enterprises themselves and those of implementing ERP system in the state-owned enterprises, I find the basic cause of the failure of implementing ERP system is the shortages of the state-owned enterprises such as the lag of leader's management concept and method, the confusion of the business procedures, the lack of humane resource management etc. In order to solve these problems, we must establish and improve system of modern enterprise in the state-owned enterprises.At the first chapter of the paper, the basic principle and the management thoughts of ERP are introduced firstly, and then at second chapter I analyze the outside competitive environment faced by the state-owned enterprises, the major problems of the state-owned enterprises, and the necessity of implementing ERP system in the state-owned enterprises. The third chapter introduces the present situationthat our country's state-owned enterprises have applied ERP system, the successful standards to judge implementation of ERP system, and the major problems that exist in the ERP application of the state-owned enterprises. The fourth chapter analyses two cases. The fifth chapter puts forward the countermeasures to raise the successful rate of implementing ERP system in the state-owned enterprises. They are: establishing the system of modern enterprise, building the corporate culture helped to innovate, making a practicable ERP implementation strategy, using a spiral revolutionizes based on the business Process optimization to optimize business process, paying attention to other factors that are very important to guarantee ERP system application successfully in all enterprises.
