Most software enterprises in our country come are medium and small size. As R&D personnel play a critical role in many aspects, from R&D investment to product supply for customers and secondary development, from marketing to successful case, and continuous innovation for keeping advantages, therefore, R&D personnel must be excited fully in the process of running small and medium-sized software enterprises. However, the final purpose of the excitation is to develop the enterprise, while enterprises feature differently on management in different stages, furthermore, variation of enterprise environment and requirements of R&D personnel should be met continuously. So the enterprise developing stage is the most important reference factor in designing excitation mode. With the combination of current excitation situation of R&D personnel and rich experiences, the author states that it is worthy of approaching the subject of R&D personnel excitation mechanism improvement in light of combined application of enterprise developing stage and R&D personnel excitation.Firstly, this thesis defines the related concepts and features of medium and small-sized software enterprises and their R&D personnel, sums up the current research on the R&D Personnel Excitation Mechanism of medium and small-sized software enterprises, proposes the solution schemes, and provides the implementing model of R&D personnel excitation measures. In accordance with the investigation results and in combination with the theoretical literatures and models, the thesis designs questionnaire and makes surveys. The thesis then uses SPSS software for statistic analyses on the survey data of 144 effective questionnaires from over 60 small and medium-sized software enterprises to verify the rationality of the excitation model. Finally, cites CD company as an example to propose the application suggestions of this model and comes the major conclusion of the whole thesis:(1) At the starting stage of medium and small-sized software enterprises, R&D personnel focus on training most, then salary and welfare, working environment,promotion, stock right and option and approval by people of the same occupation in succession.(2) At the growing stage, R&D personnel play emphasis on stock right and option most, then working environment, salary and welfare, training, promotion and approval by people of the same occupation in order.(3) At the maturing stage, R&D personnel still pay more attention to stock right and option, then in order working environment, salary and welfare, promotion, training and approval by people of the same occupation.(4) R&D personnel in small and medium-sized software enterprises are very young and have a high salary on average, so when designing excitation mechanism, the importance of exciting measures should be adjusted as per different developing stages. The principle is as follows: as per different age, mainly adjusts salary, welfare and training; as per different annual income, mainly adjusts salary, welfare and promotion.
