In order to find the requirement related with small-sized & medium-sized IT companies' survival and development, the article analysis the fact of China software market, existing problem and new product launching superior & inferior position of small-sized & medium-sized IT company. Taking the practice of WINCA Company, the article is to analysis and studies the selection of target market, selection of product development project, organization of product development and entry of new product market with applying new product development and management theory & method. The above may be helpful to the small-sized &medium-sized IT companies in the changing market.As the result of study, we believe there will be big opportunity for mid & small IT Company in fast developing China software industrial. New product launching is very important development way for mid & small sized IT company, while new product launching should be strictly according to product developing strategy and strategy' s definition should consider the company' s resource and ability. During the new product developing process, the company should apply effective process management; at the same time, the company also should pay attention to innovation of development organization, remember the purpose of new product developing, bring new product market entry plan into effect and make profit.
