The Super-governmental Power is a certain power which doesn't belong to but outmatches the government. In Iran it refers to religion force represented by the Leader and the Guardian Council. The history of the Islamic Republic of Iran can in a certain sense be characterized as one in which power has - for most of the time - been increasingly concentrated in the hands of the Leader, a process which went far beyond even the restrictions laid down in the constitution. The high point of this process was reached at the beginning of January 1988 when Khomeini declared the rule of velayat-e faqih to be absolute, which leads to the erosion of government's function. The thesis is to focus on the role and influence of the Super-governmental Power in Iran, and it comprises five parts. The foreword describes the standpoint and significance of the study. Chapter 1 compares the political system of Capitalist countries, Middle East post-independent countries and Iran, and then reasons the theocracy. Chapter 2 is one of the important parts of the thesis, which demonstrates the intervention of the Super-governmental Power in the political developing process (government's policies ) from three aspects: the intervention in the Administrative, the Legislative and the Justice, in other word, the Power of the God is superior to the secular power. Chapter 3 is to analyze the role and influence of the Super-governmental power on politics, economy, diplomacy, culture and society, especially the negative influence. Chapter 4 is the conclusion, where the writer brings forward some opinions, predicts the future of the Super-governmental Power in Iran and gives the conclusion.
