The Irp-based It Planning Study

At present, enterprise information construction face two kinds of basic problems: One kind is "system integration" - enterprises have already developed Intranet, and set up Internet websites. For sporadic development or the information system that has introduced separately for many years, enterprise form a lot of "information detached island", and lack networked information resources that share. How to merge between enterprise project of surfing the net and integration of information system of enterprises, it make information flow smooth among enterprise, enterprise and customer, supplier, business partner; Another "system reengineering" - new enterprises need to set up the new generation information network, or enterprise's original information system needs rebuilding. How to do overall planning and design well, organize the project, prevent from walking the unsuccessful old road again that is sporadic development or introducing the software, Avoid forming new "information detached island", thus we can build up enterprise's modern network high starting point, high efficiency. From experience of information construction, this paper accord with Strategy Alignment Model, in terms of two theory and method discuss enterprise IT planning have important function to solve enterprise two kinds of basic problems that enterprise's information run into. That is IT key content of planning which collect information demand and function demand from organize goal and information-based strategy, form the total information-based frame and whole model of system, establish the foundation for designing and implement systematically further. IT planning is basic creed of information construction and overall direction, and is prerequisite and basis of information system design and implementation. Besides, for having not ripe perfect IT planning method at present, this paper introduce the IT planning method on the basis of information resources plan (IRP), and offer one feasibilitysolution for enterprise. Information Resource Planning is the basal project of an enterprise's information system construction, which origin is Information Engineering Methodology. It emphasizes particularly on strategic data planning and absorbs a lot of experiences from Information Resource Management and Data Administration. It also combines practice of many large or medium domestic information construction projects. Then it has developed a complete set of system including theory, method and tools by the principle of science, brachylogy and practicality. Thesis pays attention to IT knowledge system and IT planning method on the basis of IRP. In practice, it explains XX group solution of integral heavy financial system in detail. Chapter one explains the concept of the information from much angles, and based on" Anthony" model, have reviewed the primitive concept of the information system. Chapter two explains the knowledge system of IT planning, the relation between IT planning and management. Chapter three explains the whole solution of the IT planning on the basis of information resources plan (IRP) in detail. Chapter four explains XX group solution of integral heavy financial system in detail. Chapter five explains the execution risk based on IT planning of IRP from many aspects.
