Agricultural problems are not well settle down, although every country thinks much of their agricultural development. The other way round, agricultural problems always bother their economical development. Every government constitutes corresponding agricultural policies according to their unique national conditions and ideals to resolve or relieve their agricultural problems.This dissertation has four chapters in total. The first chapter describes agricultural policies of Japan. The first part analyses the progression of Japan's agricultural policies after the world war II, the second part summarized the basic characteristics of agricultural policies in Japan. In agricultural resources and endowment aspects, China is similar with Japan.The second chapter introduces the progression of agricultural policies in the United States since the Farm Adjustment Law in1933, and then concludes the basic characteristics of American Agricultural policies. As the most advanced agriculture, American Agricultural policies are successful.The third part presents the progression and basic characteristics of Common Agricultural Policy (CAP). The implement of CPA has proved its success since it was founded in 1961. CAP achieved results in Agricultural development and raises farmers' incomes, and Agricultural structural adjustment.The forth part is the key part of the dissertation. It is the comparison study of agricultural policies in Japan, U.S., and Europe Union. In this part, the author compares the similarities and differences of their Agricultural policies, and explained the causes of differences from political economy prospects. At last, the author compares the agricultural development conditions of China to the U.S., Japan, and EU.In the last part, the author suggests the adjustment of China's agricultural policies according to characteristics of agriculture in the present stage.
