The initial purpose of this passage is trying to investigate how western countries solve the problem of settling the relationship between individual and commonwealth. By utilizing the meaning theory, this article analyzed the contents and references of the concept of citizenship. We can conclude that citizenship is a modern institution that enable western countries link individual to nation-state. Moreover, we can say that citizenship is a useful pattern to appreciate the development of western political democracy and a measuring instrument of its developing level.
