Citizenship is regarded as the core concept of political philosophy.Although generally used to describe the relationship between individual and state, citizenship is not only existing in the practice of citizenship, but also exists in the national level. It has both supranational level citizenship and sub national citizenship. At the same time, the word "citizenship" is closely related to corporate governance, such as "corporate citizenship" and "organizational citizenship".This paper raises a question from the perspective of further development of multiple Citizenship: can the concept of citizenship be used to describe the relationship between an enterprise and its members? Through literature review, business ethics scholars give a negative answer to the above questions in the latest research of corporate citizenship. They think that the concept of citizenship is only a rhetorical metaphor when describing the relationship between an enterprise and its stakeholders. However, the metaphorical theory of corporate citizenship has shortcomings in both logical and empirical evidence,so it is necessary to carry out further research. In this regard, this paper chooses the concept of citizenship in Robert and Dahl's economic democratic thought as the research object, and tries to challenge the theory of corporate citizenship metaphor. In order to prove the theoretical framework of Dahl's thought of the economic democracy,in terms of logic or in practice, the concept of citizenship can be used to describe the relationship between the enterprise and its members: first of all, this paper reveals Dahl's thought of economic democracy in the view of citizenship in logic and political democracy thought in the view of citizenship is consistent.Secondly, empirical evidence based on Spain Mondragon cooperative,Yugoslavia workers autonomous system as an example of Dahl for autonomous enterprises.Through the study of Dahl's thought of economic democracy citizenship in view, this paper draws the conclusion of the existence of one-sided corporate citizenship metaphor theory, proves the theoretical framework of Dahl's thought of economic democracy under the concept of citizenship can be used to describe the relationship between the enterprise and its members,to provide support for the research level to further enrich citizenship. In addition, the conclusions of this paper have some implications for the development of democratic management in Chinese enterprises.First,we should attach importance to the protection of the democratic rights of employees in the democratic management of state-owned enterprises;second, enhance the effectiveness of democratic management in non-public enterprises.
