Our country sets up socialist market economy, the state-owned enterprise, which is playing a leading role must set up work , personnel , distribution system in conformity with modern enterprise system . It set up element task of modern enterprise system and the emphasis of human resources management in present stage. Human resources create value of products, appraisal of value created by human resources is appraisal of staff performance, the purpose to appraise is the rational distribution, rational distribution makes people feel satisfied, excite working enthusiasm, create more value. Authenticity and fairness of performance appraise for staff influence to create enthusiasm of value directly, so the staff appraise is considered as a part of human resources management in performance, occupy the central status in management, play an important role.In our country enterprise make a series of systems to restrain behaviors of staff for a long time. Performance as higher authorities appraisal to subordinate work, subordinate in the passive position all the time, what improvement of check and rate system consider itself defect and deficiency in mostly, majority does not look for reason at managing thought, does not consider human nature characteristic require and thought state of staff. It is constantly revise system, but difficult carrying out effectively. When theory circle introduce foreign advanced experience of management, majority too pay attention to technological method and tool itself, their neglect combination between internationalization and organic integration , neglect people's behavior and thought, neglecting the staffs thought and behavior among course of performance.This text go on to come from 3 parts and performance manage to function and reaction behavior of staff as the thread. At first, basically analyze the laborers (the staff) and their the behavior. After grasping laborer assumption and changing law of laborer's behaves , based on scientific method , predict and use the corresponding method to intervene to the laborer's behavior, make their emergence plasticity change , make behavior of laborer towards to promoting productivity improvement and direction of own long-term interest.Secondly, this text introduce performance management, current situation of performance in state-owned enterprise. Performance management existing problem of state-owned enterprise , except that consider the special historical and realistic background of state-owned enterprise and reason in designing and implementing of the administrative skill, the most basic reason is stillignored to laborer's behavior and laborer's own concern. And then from performance of management influence to behavior of laborers further positive researches, from this analyze behavior change law of staff and management gain and loss of action.The article thinks : In term of expecting the theory in the performance goal-setting link, put forward goal should concrete , degree of difficulty proper, what staff accept principle and view; In performance manage implement link should go on constant performance link up; In performance assess link disappearance and fairness issue of degree research to come assessing separately, comprehension and fairness that should guarantee to be assessed ; In encourage link understand staffs behavior from elimination of the last one , position adjustment and the salary adjustment .
