| With thousands years of diastrophism and human society's development, the natural environment of the upper-part of the Yellow River has conceived its distinguished zoology and resource structure, therefore forms its special geographic upper-part-yellow river region's economy and society development model. Although the development of an area mostly depends on the ability and wisdom of all the social people's , nearly no economist could deny that the social economy cannot generate and improve without formidable natural resources. This article is just plugging in from resource and based on comparing Gansu and Ningxia these two typical upper-yellow river provinces' current resources status, studying under what kind of resource condition, and using what kind of research method, people could control this area's advantageous resource, then set up empirical strategies and policies and new developmental methods.First of all, author interprets Gansu and Ningxia's economy and society development status in a simple way, then points out that unreasonable resource development in old days is one of the main reasons why these two provinces' economy is far more behind the other provinces across the whole country.In Chapter 2, an economic concept- Location quotients (LQ ) is introduced into the mathematical part of this article, in order to isolate what a city does well, and to find which of its industries export to the rest of the nation. Author manipulates last five years' LQ from data on farming, forestry, animal husbandry, coal, rude oil ,tourism ,export and import ,population and etc, argues that we could know weather there is a larger than normal concentration of activity in the region, and weatherthere is a trend of regular develop trace of this activity by running a time series simple autoregression, which provides a feasible analysis tool for people to judge and choose an advantageous industry within this region. Particularly, this article cites Gansu province's farming and animal husbandry to illustrate how we can get economic acknowledges by forming a regression model. A key point here is sample space is critical for the accuracy of the regression result.Chapter 3 is the one of the cores of this article. Author firstly discusses the problems that exist in the whole western regions' former resource development process from a macro point of view. Then author argues that one-tier resource development causes the shortage of competitive of the regional economy, and the similar ways of regional development leads to a slow economic generation and a waste of resources. Meanwhile, the unfair trading between western areas and eastern areas has occurs for a long time, which makes western areas' benefits out flow abundantly. Moreover, there is a big trouble behind the "market"- the market safe enough to keep all the economic activities perform in a warranted environment? All of these problems are the key points that lead to a lagged development of western areas. Finally, author carefully analyses the upper-yellow river typical geographic area-Gansu and Ningxia's lagged development reasons according to their realistic status ,which are different from the whole western areas' and have their own features.In Chapter 4,the author raises a series of economic strategies and policies based on the discussion above. She believes that the main ways of changing Gansu and Ningxia's current status, enhancing their generation ,speeding up their resource development ,and improving thedevelopment of their economy and society are to create dominant industry, carry on sustainable development, renew infrastructure of economic system ,improve enterprises' competitive ,and develop green tourism.Last but not least, author conceives a set of flexible and feasible brand new resource development methods based on the former discussion and Gansu&Ningxia's realistic situation, hopes to grasp these two provinces' economic development cycles effectively, reasonably and rapidly, in order to break out the bottlenecks and to realize t... |
