National Regional Fiscal Transfer Payment System Research

The regional discrepancies of economic development between the ethnic regions and others areas are the main character of the unbalanced economic development in Chinese different parts. The backwardness of the ethnic regions' economic development has been a serious restrictive factor for improving our overall national strength. The economic development in ethnic regions must have the support of national policy. According to the successful experience of the developed country and the practice in ethnic regions of China, we know that Fiscal transfer payment is of importance for development of social public undertakings, enforcement of social guarantees, development of basic facility constructions, stability of border securities, development and enlargement of frontier trades, and so on. The current system of fiscal transfer payment has some problems, such as difficulty of equality of public service, insufficiency of number and scientific nature of transfer payment, confirmation without legal methods, and little accommodation with the Law of Regional Autonomy of Ethnic Groups of the People's Republic of China. In order to ensure equality and efficiency of system of fiscal transfer payment, we must construct the special system of fiscal transfer payment in ethnic regions from aspects of influential actors, according disciplines, perfect contents and practical measure. This paper is divided into five parts:Introduction.In this section, I describe the presence of the fiscal transfer payment system executed in ethnic regions simply and explain the reason why I do some studying on the theme.First, the basic theories of the fiscal transfer payment.To analyze the definition, the function of the theories of the fiscal transfer payment system and to find out the faulty of the practice of the theories of the fiscal transfer payment in present.Secondly, the practice and experience of the fiscal transfer payment abroad.To describe the practice and experience of the fiscal transfer payment in the developed countries .Thirdly, the history and presence of the fiscal transfer payment in ethnic regions.This is a key part of the text. To analyze the execution of the fiscal transfer payment and to look for some faulty in ethnic regions.Finally, consideration and propose.I will give an end in this section. Through analyzing the execution of the fiscal transfer payment and finding out some faulty, I draw out the conclusion that a special fiscal transfer payment system should be built inethnic regions.
