| Nowadays, sustainable development has become all human's common understanding, the transformation of development view from traditional to advanced indicates the industry civilization went on 500 years has changed to modern. First of all, it is the sustainable development of economy not only the protection of environment and resource divorced from economic development. Can we defend the integrity of resource and environment at the price of slowing down the economic growth speed? We will lose both the development indeed and the human's everlasting progress since the protection of environment and resource depends on the material and technological measures, otherwise, there is no way to talk about the protection of environment and resource.General speaking, the multiplication of material capital is positive correlated with human capital in view of capital to analyze the movement of sustainable development. Moreover, the contemporary economic growth has made clear to all it must be supported not only by the material but by human capital. The reduction of zoology resource caused by the multiplication of material and human capital is the outcome of transformation from zoology resource to economic and requests objectively the increase of zoology capital in order to adapt the growth of economy. The long-term insufficiency of compensation for zoology will lead to impossibility to increase zoology capital and to develop regional economy sustained. Therefore, more and more material and human resource has to plough into economic activities which are in favor of increase of zoology resource. As a result, zoology capital will proliferate with economic growth. But in long-range material capital can only accelerate regional economic sustainable development by conjunct multiplication with zoology capital. Meanwhile, this process needs multiplication of human resource to promote them.Owing to lacking of economic accumulation, limitation of fund and influence of market capital profit orientation, economic elements, for instance talented person,technology and bankroll flow into eastern area in many minority regions, such as Subei district. It makes local economy capital weaker, economy growth and performance slower and gap wider, compared with advanced regions. Finally, sustainable economy developments in many minority regions fall under encumbrance seriously. So, it has the vital significance to the development of the whole national regional economy that the ethnic minority area takes the road to sustainable development.With guidance of national overall general plan and instruction of sustainable development idea brought forward in "China 21 Century Agenda", minority regions must reconstruct local industry system, break through localization of economy development and really achieve the sustainable development of the minority regions. Certainly, since the foundation and condition developed hi each area is different from each other, there are a lot of differences between level and questions of development. So the content of sustainable development should suit measures to local conditions, the different region development request and the goal is not impossible to be completely same.Some reasons to carry on the discussion on the sustainable development of Gansu Province Subei Mongolian Autonomous County which is one of China's west edge minority areas are as follow: Firstly, the minority areas are facing the economical sustainable development to choose again; Next, as for western minority area, this area has the remarkable representation, namely it not only belongs to west but minority community; Thirdly, due to my major is "Chinese minority economy" my research on local economy sustainable development may provide some theoretical directions for other minority areas economy developments; Fourthly, I am relatively familiar with local related situation.Following, from several respects, I will analyze the sustainable condition of development of Mongolian Autonomous County of Subei, draw some experience and lessons fro... |
