The Tudors from1500S to1700S was not only in transition of the industrial revolution in Britain, but also in the collapse period of feudal system. All aspects of society changed deeply. Enclosure Movement, Agricultural Revolution, Price Revolution, Religious Reform, the quick increase of population. in addition of disasters and diseases made a great affect in the traditional society:serious wealth polarization caused social conflict and threatened the steady social order. The Tudor government had to undertake the responsibility of succoring the poor from top to bottom. So the government carried out the Poor Law, established rescue missions, took policies of repressing and rescuing. At the same time, civil people from different classes played an important role in social rescuing. Since then, the English government and civil society formed an incomplete system of succoring the poor. Though the system aimed at maintaining the feudal government, it had an important effect on the later generation and other countries.
