Poverty is the problem that most of the developing countries must be faced with during the development of economy,China is a developing country with a large number of population and the poverty problem is universal which is decided by the characteristic of the socialism. Lowering poverty especially the absolute poverty is always the most important problem that the central government tries to solve. After the third conference of the eleventh session, with the rapid development of agriculture and economy in countryside, the living standard of the peasants has obviously been improved and the extent of poverty has been lowered. But the phenomenon of poverty is also outstanding because of its history, nature, economy and society.From 1994 on, the center of the party, the State Council began to perform the country plan helping poverty, and assembled the people resources, the material resources, financial resources and called on all the power of our society to over poverty. 592 poor counties were reported in the [1994] file NO.5 which is designed by the leadergroup of the State Council, shen county in shandong province is included.shenxian in Shandong Province is located at the intersection of Henan, Hebei and Shandong province. It covers an area of 1,387 square kilometers. It belongs to the old haunt of Huang He. Because of the severely poor natural conditions in towns, people's life and material production is tough which influences the harmonious development of the town. As a result, this town has not thrown off the name of "Poor County". In 1994, it was appointed as the national key poor county which needs support. In recent years, the whole county has been seriously and thoroughly carrying out the national '87' support plan and provincial '45' support plan . It carries out its plan to support the poor to improve the county's financial condition and make productions activities better,.Till 1998, the whole county had been thrown off the name of "Poor County" .Although Shen County had been out of being poor since 1998, it is still treated as poor county by Shandong province and is supported through province's policies. The economy in Shen County has been developing. But as to the whole quality and benefitof economy, when compared to the comprehensive economy level and level of other counties in the whole city, it is still one of the most under-developing counties.The purpose of the paper aims to find out ways to make the county's economy go into well-order, lead the county to the road of sustainable development and shrink the difference between the county and other developing counties.The author has been working on the basic organizations since he began his career. In August 2000, he was assigned assistant of the head of Shen County. With the help of the author's more than 10 year working experience, the economy knowledge he acquired, and with the nation's support policy, according to the author's investigation and research, the author presents the strategy of the county's economic development in detail and he is seeking theoretical breakthrough on problems of developing backbone industries, system innovation, structure adjustment, joint with WTO and the system of poor county's leadership.The paper is organized in five chapters. Chapter 1 mainly discusses the international description of the poor county and the present condition of Shen County. Chapter 2 analyzes the reasons in natural, economic, cultural and systematic aspects that cause the poverty of Shen County and seeks the positive aspects to promote the economic development after being out of poverty. Chapter 3 focuses on the theoretical description. The author not only compared international strategies in anti-poverty and established the target of getting rid of poverty but also addressed the standard, method, basis and application scope in choosing leading industry.
