Research On The Approach To Integrated Development On Poverty Alleviation And Support For Poor Disabilities In Rural Areas In Hubei Province

With the birth of the United Nations Convention on the Rights of Persons with Disabilities,countries all over the world have embarked on an unexpected transformation about policies on protecting the rights of disabilities,promoting their capacities and realizing their sustainable development.China has already responded to it with many important arrangements,too.The resolution of the Third Plenary Session of the 18th Central Committee also called for the improvement of the system for protecting the rights and interests of disabilities.During his visit to Tangshan,Hebei Province,Xi Jinping pointed out that the construction of a moderately prosperous society in all respects in 2020 would not leave one disabled person alone.The 13th Five-Year Plan for the Equalization of Basic Public Services calls for accelerating the process of well-off on disabilities and has already made many plans on targeting the deployment of basic public services for disabilities.The basic public services mainly relates to the enhancement of the human capital of disabilities,including the promotion of education for disabilities,the service of vocation training and job-hunting,the recovery of disabilities,social security on disabilities,anti-poverty measures on disabilities,and so on.Therefore,considering of the new situations,new tasks and new requirements,it is necessary to focus on the thoughts,concerns and needs of disabilities,especially for those who are living in poverty in rural areas.We need to strengthen organizational guidance,refine policies and measures,increase efforts to give more priorities and special supports in order to accelerate the improvement of the totally development and enjoy the benefits with disabilities together.With the aim to realize the goal of integrated development on anti-poverty and support for poor disabilities in countryside,this study studies the poverty characteristics,existing problems and the implementation of social security measures in order to find new ways to solve the problem of difficulties on anti-poverty and supports about poor disabilities in countryside,starting with the analysis on the current situation of poverty alleviation,support services,and the pilot construction of Self-reliance and Mutual Service Society for rural poor disabilities in Hubei Province.The content of this study is mainly about analysis on the current situations of anti-poverty and supports with disabilities in rural areas,the mode of poverty alleviation and support integration for rural poor disabilities-Self-reliance and Mutual Service Society in Changyang County,and suggestions for promoting the development of poverty alleviation and support integration for rural poor disabilities.In this study,we advocate focusing on the special,diverse and differentiated needs of poor disabilities in the form of intensive care and day care,establishing and improving Village-based,mutual aid association platform and industrial development support.The combined mechanism with poverty alleviation and support for disabilities,which focuses on concentration,mutual assistance in production and sustainable development,provides guarantees for the stable realization of the goal of having enough foods,decent clothes and ensuring that compulsory education,basic medical care and housing security are provided for all poor disabilities in rural areas in Hubei.Considering of the lack of research on the mode of poverty alleviation and integrated care development for the disabilities,this study may be a positive attempt to promote poverty alleviation,integrated development of care and support for the poor disabilities in rural areas of Hubei Province,which can boost simultaneous promotion of the process of well-off development for the disabilities in countryside.
