There are also relatively little relevant theoretical research and practical experience of areas. So, at present, in the condition of market economy, it is the important subject needing badly being studied and solved as how to build and perfect the scientific and technological intermediary service system of area.This paper analyzes the important function of building scientific and technological intermediary service system in the area by using economics theories, such as trade cost, the country and area innovative system. And on the basis of analyzing the successful experience of the construction aspect of service system of scientific and technological intermediary of the developed foreign country and developed cities in our country, the basic principles which should be followed when constructing service system of scientific and technological intermediary of area and basic framework of the system have been put forward. Taking Hefei as an example, by the means of data analysis and investigation through questionnaires and practical survey , the author analyzes the present condition and the problem in the scientific and technological intermediary service system, and proposes the measures and proposes of building the scientific and technological intermediary service system of Hefei.By systematically studying on theory and practice of the scientific and technological intermediary service system of area, the author thinks that the construction of the scientific and technological intermediary service system of area should be based on the reality of regional scientific and technological and economic development. The operation of the scientific and technological intermediary service organization should be market-oriented on the basis of independent management of the trades. The government should play an important role in building the environment to development the scientific and technological intermediary service.
