Baoshan District, The Dual Structure Of The Regional Economy

Dual structure is the common character of most developing countries. Many scholars have researched on every side of the structure in developing countries, such as the class-defining, main characters, main causation, conversion etc, and they created some important models and some useful advices on policies. Based on the theories and methods before, the paper tried to research the dual structure of the district of Baoshan, Shanghai.There are six parts is the the paper:The part of foreword expatiated the research object, significance and background. China is the biggest developing country with obvious dual-economy which is characterizing of complex-dual-structure and multi-dual-structure. The research on dual-economy under the macro regional background is often lack of explanation; On the other hand, cosmically development and reinforcement are implementing in the west and northeast of China. So great number of external economy and original economy are gather together for a certain time. The author wished to provide a valuable case of Dual-economy under the middle regional background.The first part of the paper expatiates the theories of Dual-economy which is interrelated. The author defined the conception of region, economy structure, etc. and on the basis the author summarized the theories of Dual-economy in development economics and the theories of development in Soviet which had brought great influence to China, then the author discussed how to apply the theories of Dual structure to regional studies.In the beginning of the second part, the author introduced the region researched: The district of BaoShan, including location, administration, characters and the developing conditions. Then the author elicited the consideration about the district of BaoShan thorough analysis based onobservation and statistics. The author brings forward that the economy structure of Baoshan should divided into district- affiliated economy and non-district- affiliated economy according to their subjection of administration. And thus the author compared the two kind of economy from GDP, industry structure, size of enterprise, structure of ownership, the first distribution of added-value, distribution in space etc.The third part emphasizes on the dynamic changes of dual structure of Baoshan's economy. The author pointed that the dual structure is caused by both natural, historic reasons and development stratagem. Depend on the development of district- affiliated economy and the drive of non-district- affiliated economy, dual-economy in the district of Baoshan will turn into one-sector economy structure at last. But the conversion is facing many difficulties. The author analyzed the affect which the district- affiliated economy brings to the non-district- affiliated economy by "spread effect" and "backsetting effect".In the forth part, the author brought many advices on how to promote the conversion: creating legible mechanism, the distributive system of interest in multi-sector environment; the adjust of industry structure, construction of the base of fine-steel; optimization of productivity, the harmony distribution in space etc.The last part is the conclusion.
