Dalian Intermediate People's Court (DIPC) has invested to building up so-called informatization. What DIPC has endeavored to do, however, does not help it to get what it expected. All investment seems to have dropped into "a black hole". The different courts have different effects in the same information technology. To study non-technology factors in the construction of DIPC informatization, the reference of theory and application will be supplied to advance the construction of the informatization in other courts.To analyze the application actuality and construction process, to visit some managers and missionaries, and to investigate the different courts that the same information technology has been applied, The main reasons of the bad application effects have been discovered in the construction of DIPC informatization. The main reasons are not the technology factors, they are the management and idea factors. The non-technology factors have been ignored in the construction of DIPC informatization. The technology factors have merely been emphasized. To use some theory of Management Information System and Organization Changing and Business Process Reengineering, and to analyze more some non-technology factors, The resolvents of non-technology factors have been brought forward.In conclusion, the non-technology factors are main infection factors in the construction of the court informatization. At first, the idea renovation will been required. In the next place, the leaders must be concerned with the construction of informatization. Finally the construction of court informatization must be combined with management innovation.
