The Problems Of Unemployment Insurance In China And Countermeasures

Nowadays, the unemployment insurance system in our country is developing positively. At the same time, the social guarantee work in every country is facing difficulties of aged society, high unemployment rate, commercial insurance and great changes in social economy. During a long period, it is one of the important matters that the government and the masses concerned, how to provide basic living necessity to the unemployed from enterprises and institutions and how to set up safety netting of unemployment insurance. It has direct connections with the benefits of the workers and the masses, with success or failure of the nationalized enterprises' reform, with the social stability. At present, the unemployed workers from the nationalized enterprises are increasing in China. It is the comprehensive reflection of profound contradiction that is accumulated during the perennial economic development in China. It is the impassable period during reform and development. In this special historical period, it is inevitable that staff of enterprises and institutions circulate and become unemployed. It should be thought carefully how to face reality, how to take more measures to increase employment and how to lighten the impact of unemployment. Starting from the point of the establishment of unemployment insurance, international comparison of unemployment insurance system, analysis of domestic unemployment insurance development, unemployment insurance's role in the social anti-unemployment activities, this article put forward some countermeasures and suggestions to perfect the unemployment insurance system in China and draw the outline of further development in China's unemployment insurance system after a large quantity of investigation and study.International experience tells that unemployment insurance system is not unified. In spite that many countries have unemployment guarantee system, different countries are different in aim and organization because of their different national conditions. Every country's traditional unemployment guarantee system, especially unemployment insurance system is facing more or less problems. Some countries are exploring according to their own national conditions. The relevant experiences and lessons are worth learning. Facing the pressure of continued high unemployment rate in China, it needs further study and explore whether the present unemployment insurance system is the basic pattern of future unemployment guarantee system. Hope this achievement can provide reference to the related departments of the government and benefit the establishment of China's new unemployment guarantee system.
