Limited Government And The Government Administrative Power Configuration

Establishing an active government is vitally important to a country and to it' s people. An active governmental system can not only make the nation prosperous but also make the country keeping a long-term development and stability. China has always pursued historically a political-society structure of "Powerful Government and Weak Society" which is called unlimited government. Since carrying out the policy of reform and opening to the outside world, we are seeking a way to reform our political system and benefit a lot from the practice. Being with perfecting and developing socialism market economy, being with accelerating democracy process, and being with complicated social life, it is the right time to establish a limitedgovernment in China.In this paper, started with passing individual rights overto government, I stated the main points about Rock' s limited government theory and it' s inspiration to our governmental system reform. After this, I analyzed the limited government in detail, and proposed that the target government should be a limited but effective government. The Effective Governmentconcept is introduced from it. On basis of these, I analyzed and studied the way to distribute government authority. I also put forward my ideas on reform to governmental system, which are about principles and potential barriers on distributing governmental administration authority, especially on the aspect of innovation about administration system. Being stimulated by the case of practicing a limited government in Shen Zhen, I studied the concept of "Administration Authority Shared By Three Elements" where the three elements are named Determination, Execution and Supervision. I point out my shallow opinion on establishing coordinated relationship among the three governmental elements.
