The Historical Development Of Government Authority And Service-oriented Government Authority Construction In Our Country

During the process of development in the present world, the government plays an increasingly critical and decisive role, which is necessary for solving many political, economical and social problems. An effective government must be an authoritative government, both these aspects are mutual. Government authority is the inevitable product of organizing the social life by the humanity, also the necessary condition of realizing the social harmonious and stable.In recent years, complying with the trend of the global administrative reform, building service-oriented government becomes the leading direction and common understanding by our government. However, there are many problems in our service-oriented government construction, especially in our government authority aspects, causing of our inadequate preparation and vague recognition in the theory. All of these restrain from the process of constructing our service-oriented government greatly at present. This article makes use of the basic opinions of Marxism to carry out a vertical inspection to the developing history of government authority, then reveal the intrinsic developing logic of it. Guided by the opinions above, I combine with contemporary social background of our country, and put forward some useful suggestions for our service-oriented government authority construction.This paper is composed of five parts. The first part is a brief introduction, analyzed the research basis and significance of the article, the research status, and so on. The second part elaborated the authority and the government authority's definition, and divided different types of government authority in according with different inspection angle. The third part focused on making a description to the developing history of the government authority, and exposed the government authority's formation and characteristic separately, according to the different government administration pattern, that is dominant administration, the control administration and the service administration. The fourth part analysed our government authority's present situation, elaborated some questions in our government authority aspects, and proposed how to build service-oriented government authority in our country. The last part is the conclusion of this paper, it is the general and overall summary and grasp of development of our government authority.
