Guizhou Province Economic Strategies For Comprehensively Building A Moderately Prosperous Society

Guizhou Province is a mountain province in inland inhabited by relatively more ethnic people , with relatively backward in economy and culture. It is one of the poorest provinces in China. During the process of constructing complete well-off society, speeding up the economic development in Guizhou Province so as to shorten the gap of the economic development between Guizhou Province and China, and helping the people of Guizhou Province to live in a well-off society, is not only the keen hope of all people and all level government in Guizhou Province, but also the task for China to construct a complete well-off society in the coming 20 years of this new century. Analyzing the current economic situation of Guizhou Province, and figuring out why the economy is backward so as to take scientific countermeasures for accelerating the economic development in Guizhou Province, are not only useful for Guizhou Province, but also useful for China to make economic policies that are aimed at poor area.According to The Maxism economic principles and the experiences of Chinese market economy, this article has made a try to analyze the current economic condition and the level of well-offsociety in Guizhou Province. It has inquired into the main factors that restricted Guizhou Province to develop economy and has discussed the possibility of accelerating the economic development. At the end, it has been proposed 6 kinds of countermeasures to speed up the economy. The first is that dividing Guizhou Province into 4 different economic areas and making program for them to construct complete well-off society. The second is that constructing more rural infrastructures .The third is that speeding up agricultural integration. The forth is that constructing more cities and towns. The fifth is that developing the advanced industries. The sixth is that improving education, especially the elementary education and the vocational education.Some findings in this article are relatively new. For example, Guizhou Province should be divided into 4 different economic area, the 18 counties are able to keep up with the average level of the whole country, while the rural area should construct necessary infrastructures. Such kinds of targets and countermeasures are suit for the mountain area. It is full of value for us to make efficient policies that would accelerate economic development in backward area.
