Comprehensively Promote The Rule Of Law Of Political Implication And Paths For Research

On October 23,2014,the Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China examined and approved the Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Comprehensively Governing the Country by Law.The decision clearly pointed out comprehensively governing the country by law.Comprehensively governing the country by law is of profound political connotation and is great significance to promote social fairness and justice,maintain social harmony and stability and ensure the long-term stability of the party and the state.Therefore,under the new situation of new era,strengthening the interpretation of political implication of comprehensive rule of law is of great significance.This paper is mainly divided into four chapters:Chapter ? is an introduction which mainly introduces the research background and significance,fully arranges and summarizes the status of domestic and foreign research,puts forward the research method and innovation,and makes a sufficient early-stage preparation for the subsequent research.Chapter ? describes the theoretical basis of comprehensively governing the country according to law.This chapter first analyzes the connotation of comprehensively governing the country according to law,that is,analyzing the basic concept,goal and principle of comprehensively governing the country by law as well as the relationship between rule by man and government by law,between reform and government by law and between the party's leadership and government by law.Secondly,it states the formation and development of the strategy of comprehensively governing the country according to law from the perspective of the cultural origin of the strategy of ruling the country according to law and the development process of comprehensively governing the country according to law,thereby providing important theoretical support for the research of the subject.Chapter ? describes the connotation and obstacles to promote comprehensively governing the country according to law.It first puts forward the political connotation of comprehensively governing the country according to law from the perspective of governing by law,running the Party strictly and punishing corruption.Secondly,it analyzes the obstacles to achieve the political connotation of comprehensively governing the country according to law,that is,lagging legislation hinders ruling by law,ineffective law enforcement blocks running the Party strictly and punishing corruption,and connivance of judicial corruption impedes the realization of the political connotation of comprehensively governing the country according to law.Chapter ? introduces the path to realize the political connotation of comprehensively governing the country according to law.In view of the obstacles to realize the political connotation of comprehensively governing the country according to law,it puts forward to adhere to the scientific legislation,promote ruling by law,stick to run the Party strictly,keep the political essence and punish the judicial corruption and demonstrate the path to realize judicial justice,thereby contributing to the realization of the political connotation of comprehensively governing the country according to law and the construction of society ruled by law in China.Comprehensively governing the country according to law is the important content and legal guarantee of "the four-pronged comprehensive strategy" and an in-depth understanding and grasp of comprehensively governing the country according to law will push forward the process of comprehensively governing the country according to law and the construction of the socialist country under the rule of law.
