Development and stability is the same purpose which the worldwide countries are pursuing. It's especially important to the modernizing countries. The most important target of modernizing countries is stopping various clash of society, replying various crisis and seeking the stability of the country. However, a series of new problems are breaking or threatening the politics stability. How to adhere to the relationship between economy development and politics stability is a great issue in modernization process .In this thesis, supposing the modern government can't own stronger ability of crisis management, supposing the modern government can't control crisis in the scope of acceptance ,the society and country will unsteady ,and the crisis will threaten the validity of government .Therefore, crisis management is one of the key factor to support politics stability.Five parts are included in this thesis. And we discuss the main factors which affect politics stability and how the government control crisis to support politics stability. We mainly discuss the issue that the government control the crisis in the process of modernization.In the first part, the purpose of the thesis and some basic concepts are introduced.The second part discusses "the modernization process and the change of society estate ".Modernization is a kind of mechanism to break primary benefit structure and society mobilization. A series of new conflicts in the modernization process undermine the order and stability ,which spurs the change of economic structure and social structure ,the distribution of benefit and the change of concept of value .These series of changes must have an great effect on politics stability.The third part focuses on "the change of economic structure and social structure and politics stability ".It mainly discusses the main factors which affect politics stability in modernization process .Development of society causes a series of variations ,which makes social consciousness varied .This kind of difference may make politics unsteady .The change of society estate is an important factor that influences on politics stability .The complexity of society estate can affect the degree and scope of politics stability .Power corruption appears in the process of modernization .It can sprain people's positivity and people will not identify with the government's effect and responsibility .So the validity basis will be destroyed ,and it will press politics stability . Meanwhile , social crisis in other fields will influence on politics stability.The forth part focuses on "crisis management and politics stability ".The government ,who will offer public service ,work out public policy and manage public utilities ,is more important in crisis management .The task of modern government is not to eliminate differences .but to control conflicts in a certainscope .It's main task is crisis management .So how to establish the mechanism of emergency is of particular importance.The last part includes a general comment.
