| Modern democracy theory thinks that political party is playing a very important role in modern democratic political system and political development. With the viewpoint of party function, this essay makes a systematic and deep study to the development of South Korean party politics, especially the historical process of party system transition after World War II, and the whole analyze is given to a macroscopical background of political modernization. The transition of S. Korean party politics is closely related to the transition to democracy in 1987. Following S.Korea's politics transition from authoritarian to democratic regime, its political party system also realize the conversion from predominant system to competitive multi-party system, and gradually grows more institutionalized and normalization. This change is made by a combination of domestic and international factors. Because of the influence of authoritarian tradition, S.Korean political party demonstrates such character as fluid, personalism, factionalism, regionalism and strong finance fabrication, which makes the initial multi-party system exist the shortcomings including low institutionalized degree of party organization, outstanding leader-oriented, stronger regional support as well as uncompromise party culture. In the result, party function of political participation and power supervised can't be fully played. To a certain extent it has restricted the realization degree of democracy.Certainly, entering 21st century, S.Korean party politics appears new sign. Lu WuXuan elected as president marks a new beginning of political era, the role of party itself rather than leader is strengthening. To the developing direction of the S.Korean party politics in the future, this essay offers the countermeasure suggestions in terms of party function. Firstly, realize the conversion from"figure-oriented"to"party-oriented" as soon as possible. Secondly, develop health opposition party, which can supervise the public power. Moreover, set up a kind of discussed and consulted culture between ruling party and opposition parties, so as to ensure the competition normally and orderly. |
