The Practical And Historical Research On Politics Stability And Legal Management Of Northwest Minority Region

During the development of China, the central government has taken two kinds of strategies to rule minority of northwest region: one is JIMI and TUSI institution, the other is National Regional Autonomy institution. Undoubtedly, the National Regional Autonomy institution has have well and positive effect on the politics stability of northwest minority region and National unity in some degree .But during the process of execution, the National Regional Autonomy institution doesn't make itself function completely just because of the political logic over the legal logic.Therefore, it is necessary to reaffirm the legal logic in the new background of history in order to make the Minority Regional Autonomy institution function itself potentially, and only through which can the institution adapt the complicated social,economic and political situation of northwest minority region, it also can adapt the strategy of country ruled by law, and through which we can also realize the change from National identity to State-National identity. We think of this change as a new kind of ruling model which can adjust to the change of northwest minority region in the new background.The article tries to make a practical and historical research on politics stability and legal management according to legal ruling models. The article also tries to analyze two kinds of legal ruling models, and through which tries to form a new kind of model--the law dominant model.section one tries to make a explanation to different types of legal management by history of northwest minority, and tries to point out why it can be divided into three different types theoretically .section two tries to analyze the characters, values and function of earlier northwest minority region by introducing JIMI and TUSI institution. section three tries to analyze the situations and trends of minority regional institution. section four tries to form a frame of law dominant model based on the former three sections.
