Political stability, an important concept of politics, a key target of developing countries in political development and a significant practical issue which they are facing, is drawing much higher attention with the proceeding of China’s opening up and reforming and socialist modernization. Political stability is not only the prerequisites of social development and modernization but also the important value pursuit. China is a multi-ethnic country; the minorities are of small population, inhabiting in the northern, west and south-west regions, the area of which accounts more than 60% of the total. In 21st century, China is walking to the new period of wholly deepening the reforming and a number of social problems and contradictions are becoming serious. In this condition, it is a theoretical and practical issue to be solved urgently to maintain, safeguard and promote the social and political stability in frontier ethnic areas, driving the reforming and development with stability and keeping stable in reforming.This paper is divided into four parts.The first part is Presentation of Political Stability in the Frontier Ethnic Areas during the Process of China’s Modernization, which involves the course and particularity of China’s modernization, relativity of modernization and political stability, the general conditions and trend of political stability.The second part is Basic Pattern, Feature and Situation of Political Stability in Frontier Ethnic Areas, which analyzes the basic pattern of political stability in frontier ethnic areas and argues that the domestic and foreign situations are rather complex and it is compatible at the same time colliding between political development and economic and social development, between political development and stability, thereby, constructing the basic pattern of political stability in frontier ethnic areas. The basic pattern is described as follows:(a)The generally stable politics exist accompanied by unstable factors which cause turmoil and conflicts, driving many particularities emerging.(b)The basic features of political stability in frontier ethnic areas are relative, interacting, controllable and dynamic.(c)The basic situations of political stability in frontier ethnic areas are firstly that with the general trend to be stable and partially unstable, the stability and instability are interpenetrated and interweaved, and secondly that with the proceeding of modernization, the trend is to be stable on the whole and in fixed periods it will be instable, causing it long and difficult, possible and realistic to maintain and safeguard the political stability in ethnic areas.The third part is "Analysis of the Factors Restricting the Political stability in Frontier Ethnic Areas in Modern China". It argues that there are numerous factors, including interior and exterior, economic and cultural, as well as psychosocial ones, the existence and different combinations of which impose restriction on the political stability in the frontier ethnic areas.The fourth Part is "Strategies and Suggestions on Improving Political Stability in Frontier Ethnic Areas during the Process of China’s Modernization". It is necessary to build up five long-term mechanisms, such as interest integration, right protection, social control and culture adaption, to maintain and improve the political stability in frontier ethnic areas, on the basis of which, specific strategies and suggestions concerning six parts have been put forward for that purpose. Firstly, to reinforce and improve the Party’s leadership:the Party plays a vital role in maintaining and improving the political stability in remote ethnic areas. Secondly, "to promote stability through development":it lies in a realistic material foundation for the political stability in remote ethnic areas. Thirdly, to innovate political culture: building up a dominant coexistence system of harmonious political culture in remote ethnic areas. Fourthly, to strengthen the awareness of political stability:the strategy for the development of the political stability in remote ethnic areas should be worked out and put into effect as soon as possible. Fifthly, to transform the function of government:social management and public service should be strengthened and security system should be perfected for the people’s livelihood in the primary level. Sixthly, to better international environment:active actions should be taken to improve world peace and development, seeking mutual benefits and win-win results.
