The former Planned Economy System of China has been transforming to Market Economy System, which requires the social resources be distributed by the market, not the government. Also practical economic rules are necessary. However, the fair interests and rights of local Chinese industries and corporations cannot be protected effectively because the current system is not fully developed and nonstandard economical activities have bad influence on the whole competitive environment. And more and more international lawsuits have taken the Chinese government into a dilemma. In order to solve the above problems, we should learn from new experience of foreign countries and on the other hand should understand and use the nongovernmental industry rules generated from the history much better to regulate the activities of economical main bodies, ensure healthy growth of the market. By collecting and researching related materials, investigating local industries, comparing industry rules in foreign countries, this article has summarized the history of Chinese traditional industry rules, whose importance and trend are also discussed hereby. Different from most of other western economics or sociology theories, this article has been based on folklore theory, taking department-store industry in Shanghai for example, researching the situation, function and limitation of Chinese traditional industry rules in different historical periods; deduced their characters: nongovernmental, systemic, mentally inhibited and progressive; and pointed out that traditional industry rules can be still applied to current new economical environment of China: they can relive and gain new merits in respects of dealing with international disputation, protecting national interests, constituting industry standards and self-orientation etc. As one of the national "cultural genes", traditional industry rules suit the most common Chinese people's way of thinking and behaving. It is the ultimate meaning of this article that we should always tend towards modernization more reasonably and stably on the basis of fine traditions like industry rules.
