A ' Green Wave' rised from Europe in the 1970s. A gigantic mass movement for preventing ecocatastrophe and safeguarding human beings' subsistent surroundings springed up in Hesperian society, it developed gradually into an extensive New Social Movements, therefore Green Parties emerged. Though Green Parties pursued green environment and based on this goal, they were not simple the nongovernmental organizations of environmental protection and peace, it was the party with the goals of participating in politics, being engaged in politics and holding power. Its significance not only lied in the demand for environment and ecology, it also included the afforest of each aspect of social politics, economy and culture. The emergence of Green Parties marked the arrival of a new form of political movement, which will challenge the conventional models of party politics. With the development of the practice of politics, the Western European Green Parties have established themselves the qualifications and images of a new party in their countries in the past 30 years. After its stable grow in the 1980s, great changes have taken place in many aspects of the Green Parties. Especially, Finland Green Party joined the coalition government in 1995 and German Greens formed the first countrywide ministerial coalition with the Social Democratic Party in 1998, which marked the change of Green Parties from parliament party to ruling party. Now, it has become the third largest party in European Parliament and have joined the coalition governments in Finland, French, Italy, Germany and Belgium. The changes in the Western European Green Parties brought far - reaching influence on Europe and even the whole world. In recent days, the dream of mankind demanding for enjoying secure,healthy,comfortable,civilized and continuing surroundings is more strong. This dissertation , according to the principle that the theory must adjust and develop with the practice, regards the changes of Green Parties on the intersection of century as the studying object. This article is divided into 5 chapters. The introduction is a brief outline of this paper. Qiapter 1 mainly analyses the Green Parties' implications and reviews briefly the Green Parties'evolving processes. Chapter 2 3 4 are the main parts of the article. Chapter 2 analyses the concrete expressions of the Green Parties' new changes in 1990s from their ideology and cultural idea,political principles and political creeds, organizational structures, behavior patterns, organizedscale and status and function,and the relationships with voters, hibor Unions,pressure groups and environmental groups , etc. Chapter 3 probes into the subjective and objective reasons of the changes. The subjective reasons are Green Parties' organized defect, and the out of joint between their theoretical policy and the practical politics, and the factional struggles in Green Parties. hi addition, the changes of the social structure and political system of Western Europe after Cold War, the influence of globalization , the transformation of the people's basic cultural values,the readjustment of the traditional parties' policy, the accelerating speed of politicaliza-tion of the ecological movements after 1990s, and the special political pattern and electoral system of each country contributed to the objective reasons of Green Parties' changes. Chapter 4 deals with the influences of the changes on European and world party political system and party political pattern, on Green Parties politics,on social political culture,on the adjustment of traditional parties' policies, and on globalization and the integration of Europe. In the end, it analyses briefly the new changes' enlightenment to sustainable development of our country. Chapter 5 looks into the future of Green Parties' foreground and assesses objectively the difficulty and opportunity they will meet on their way.
