In the face of this severe social concern of teenagers' crime, Our country's existing comprehensive administration system has carried on practice from such respects ,such as the country , the society , family , school ,etc. But because the organization frame is loose , the power is dispersed, and the methods are old, the result is not obvious. I will utilize the theory of society support network to construct the social service system of Teenagers' crime prevented and rescued.I have explored the institutional function , framework , staffing , workbench , working mechanism of this system mainly. In the course of this system operation, I have designed community's intervene , community's rectify . Proposed several assessment methods of the projects to verify the structure of teenagers' crime prevented and rescued.
