Accompanied with the implement of the strategy to pull the industrialization with the informationization in the country, IT projects are playing a more and more important role in the construction of the country. IT projects bidding evaluation contains several characteristics as below: the great money involved, the many indicators, the close level among the bidders, the great relative degree, the low transparency etc., with the high un-structural feature, which leads to a complicated process of decision making and the difficulty to solve the problem in a single way. One of the effective settlement is to apply modern evaluation theory and new calculating method into the practice of IT project bidding evaluation in order to improve the accuracy of evaluation. The other is to adopt the advanced information processing technology such as setting up a IT projects bidding evaluation intelligent decision support system.First of all, the paper analyzes the problems existing in the current general bidding evaluation methods, mainly lie in the simplicity of methods, the incomprehensive coverage of indicators and the great subjectivity etc. Secondly, the system of indicators in IT projects bidding evaluation is established, and the mehod is given to distribute the weight of indicator.Thirdly, an evaluation decision model is established based on rough set and grey clustering theory, of which the principle is instructed as below: to make use of the way of calculating the importance of each attribute to get the weight of each indicator of the first class, then to reduce the first class indicators whose importance of attributes is zero; to get the rules of reasoning through the ROSETTA software; and then evaluates comprehensively the scores given by experts based on grey clustering theory. The model might find out the set of indicators which cause the greatest effect on the evaluating result and give them more objective weight, so the bidding process could be simplified and the objectivity could be improved. Fourthly, the IT projects bidding evaluation intelligent decision support system is designed based on rough set theory. The way to deal with knowledge is through the operation of relation tabular based on decision table, the system of reasoning is combined with RBR(Rule Based Reasoning),CBR(Case Based Reasoning) and MBR(Model Based Reasoning), which carries out the predominance of rough set method and improve the working efficiency and the decision-making ability.Lastly, the paper offers a whole example of bidding evaluation which verifies the rightness of the decision-making model and the effectiveness of the IDSS.
