Individual learning is an important branch of present economic acaotmic study. On the foundation of evolutionary economics, the frame and the basic theory of modern cognitive psychology, this article designs a measurement system of individual learning. Then a questionnaire is formed for the case sturdy of individual learnig in the regional industrial clusters. And by statistic analysis of those data from three surveyed regional industrial clusters, the presumption is firmly confirmed that the individual learning process in the development of regional industrial clusters isan adjustment of individual exception that is formed on the new signals which are received by the individuals who are learning, and the base of individual pr玿ception of the anticipates at the beginning of a learning process, in which the corresponding action may be taken. Also those elements, which influence the learning process, and the math model of the individual learning and the developing of the regional industrial clusters, are tested. The conclusion that individual learning plays an important roJ and is the internal mechanism in the developing of regional industrialcluster is proved.
