In Zhejiang province, a large number of industrial clusters have played a significant role in regional economic development. However, with the joining in WTO and the development of globalization, technology innovation cycle is shortening, these clusters are more or less confronted with the problem of shortage of technological capability, which hampers the upgrading of industry and sustainable development of region. So, this dissertation discusses the issue of technological learning of them. The total objective of our discussion is to conclude a reasonable and effective learning mechanism for the development of these clusters.Firstly, the dissertation expounds the connotations of technological learning of cluster, and then brings forward technological learning is a process of matching with environment. Secondly, the dissertation discusses the technological learning of cluster from the viewpoints of steady and dynamic environment. Steady environment means the number of enterprises is unchanging and the technology in developing or steady phase, while the dynamic environment means the condition changing tempestuously or in the period of technology pattern changing. The dissertation deduces that the technological learning mostly occurred in the industrial chain and exhibited as vertical and horizontal learning, the macro learning exhibits as "dot-line driving" in the industrial chain which develops the technological capability of cluster. Under dynamic environment, the primary learning pattern is the switchover learning, which is achieved through the birth of fresh-enterprise, the exit of draggle enterprise, and the inherent enterprise's unlearning. Based on the evolution of clusters, the dissertation puts forwards the cluster's ideal technological learning process pattern, that is: technological choosing, imitating learning, innovating learning, switchover learning (the new technological choosing).Accompanied with the theoretical exploration, empirical studies are also conducted in the dissertation, which are in the form of case study. The analyzed case is the Shengzhou's necktie cluster. The conclusion of the case studies has satisfactorily supported the theoretical discussion.In fact, the operation of the learning mechanism for cluster needs the support from an extensive policy system, so, the dissertation puts forward the suggestions for the clustering enterprises, the agency and local government.
