Along with the development of our country, the bill valuation mode on construction cost has been developt and applied in tendering and bidding, which is popular in the international construction projects. However, because of the track of on planning economic system and the concept, bill valuation mode cannot be carried out efficiently in tendering and bidding in our country to estimate the construction cost. In order to find out the solution to process this mode, a fast-estimate cost system is explored with fuzzy and gray theory in this paper. This system is aided participants to make decision of construction cost accurately, quickly and objectively.There are two crucial problems existing in using bill valuation mode. First is that when construction cost will be calculated based on bill valuation, average society cost and the component cost should be used rather than the single bidding cost for preventing the result of a successful bidder delivered with a price less than the cost. How to work out average society cost is the problem to solve currently. The second is that construction enterprises should calculate the biding price based on their own ration, but the widely construction enterprises have not construct their own enterprise ration today. What the bidder care about also is that how to offer the reasoned quotation which can be able to be successful in the future, which is the matter of bidding according with their self practice and less than the average society level.First of all, this article introduces the character and the difference between the conventional ration value mode and the bill value mode which our national executive quantities. According to the status that most of the construction enterprises do not possess their own enterprise ration, it is proposed that using the available similar history data of the construction to estimate the cost of the construction will be build. So correlative prediction model is instituted through the comparatively mature methods of the prediction theory, such as the index smoothing method and fuzzy mathematics and so on. In order to avoid the subjective orientation of the weight characteris which can make a major error between forecast result and the practice's. Further more , this article adopt the backward processing mode of the fuzzymathematics, which can make the error between the forecast result and the practice meet to the relevant precision. Thereby it can ensure the reliability of the forecast result and gain the short-time forecast.According to the aspect of collections of the history data, the history data what can be collected is the offering data based on the ration valuation mode and as well the bill valuation. Towards the collection or searching instance of the similar typical construction relevant to the pre-estimate construction, the prediction mode can be established in separate way against the ration valuation mode. The prediction-mode formed with fuzzy can be used to issue the cost of pre-construction based on adjoined degree of the typical construction and the proposed-construction. This adjoin degree is established in the engineering characterization list of elements which is established beforehand. With reference to construction cost is predicted by bill quantities, we can use grey theory to predict the new construction's cost. Coupling forecast model established by fuzzing mathematic or GM(N,1) prediction model established by grey theory to bid for proposed construction engineering.The accurate prediction of the cost to a large extent depends on the collection of historical data. So in this paper basing on rational model, using object-oriented program skill, visual FoxPro 6.0 exploitation platform is developed. Tender offer system built on database is exploited from applied point. Then comprehensive historical data storing in database through man and computer interaction, using the expend function of database quick bid will come true.
