With the rapic development of our construction market, the more popularation of inviting tender and tender law of project and contract management system and the current conditions of our entry into WTO in December 2001, the traditional valuation model of project does not adapt to the need of development. The valuation model of project must be reformed to accord with international conventions.This thesis firstly researches the new valuation model of project, the model of bill of quantities, and the problems of Code of Valuation with Bill Quantity of Construction Works, which has been put in practice on July 1st, 2003, based on valuation models of England, Japan, America and our traditional valuation model of project. Then it discusses the inviting tender and tender mode and methods of evaluation bid under new model based on the analyse of the traditional inviting tender and tender model and methods of evaluation bid, especially the method of value engineering, emphasizes the method of tender without base prise of bidding and bid-accpting with rational low-price bidding, demonstrates the method of bid-accpting with rational low-price bidding with game analysis and discusses the forms of it, such as the way of bid-accpting with finite low-price bidding. Finally, it analyzes the problems under new model, which include the influence, the problems in popularizing and the countermeasures on the issues, cites a actual project demonstration which adopts the new model to lay out the standard of the new valuation model and introduces the methods of the innvotion at Zhenjiang.
