On December 11, 2001, China became the member of World Trade Organization (WTO). Since joining WTO, China has been facing a very severe situation. With the tariff reduction by a large margin, and the gradual cancellation in non-tariff measures, such as quota, license, etc., the function of TBT (Technical barriers to trade) is more and more important. On one hand, we need to set up one's own TBT (Technical barriers to trade) system to protect the life and health of our people on the basis of observing WTO every rule, block the substandard import goods outside the gateway of our country, protect the normal trade interests of our country, and safeguard the economic development and steady politics of our country; On the other hand, we should fully utilize the relevant rules of WTO , adopt the corresponding countermeasures, break TBT ( Technical barriers to trade) that other members of WTO adopt, promote the foreign export of our country, and serve our country in the sound economic development.TBT procedures of all the member countries are standardized by "trade of TBT and SPS " in WTO protocols, among which " SPS protocol " is in charge of the technical measures by every member in the fields of animal quarantine, plant quarantine and food security, and "TBT protocol" in chare of other technical measures.TBT can be defined in broad and narrow sense. In the former sense, TBT is meant and taken in the field of trade, technical measures playing a hindering role to normal trade, including SPS measure; In the latter sense, TBT only means the measures under "TBT protocol".What this text discusses is broadly- defined TBT (Technical barriers to trade).This text describes current situations, characteristics of the main technological trade barrier of developed country, collects and explains the concrete data in TBT that influences the economy of our country in all the branches, especially agriculture. The instance is given in the text that our agricultural products are limited in exportation, which shows the developed countries make use of TBT to prevent other countries fromexporting their goods in order to protect their consumers' health and the security of their animals and plants, and therefore asks us for urgent sanitary registration. The text also puts forward the problems and challenge that our country is facing in TBT, and then suggests that our government should perfect the organic system and relative laws against TBT, strengthen the cooperation between the departments, sound the governmental managing system for TBT, and raise the legal standing of technological regulations.
