The characteristics of the institution are its evident supply system and high rank color. And the economical benefit of the institution is very low in that it has been set down for political goal not for economical goal.Reforming the institution must be done now. Firstly, there are many problems in the institution such as the disfigurement of the institution, the dissimilation of the institution and the power's dissimilation. Those problems in the institution attribute to the institution's reformation. Secondly, the income from the reformation is about to exceed the cost of the reformation greatly. The reformation of the institution will bring the government, public servants, ordinary people even the car industry more benefit rather than loss. Finally, the time of reforming the institution is ripe. The development of the reforming in the logistics, the improvement of conception and organization reformation in government provide advantageous exterior surroundings.According to the trend in which consumption for duty is be change to currency, the reformation should follow the way that the cost of car-using for official affairs should be paid by currency. Some district has begun to reform the institution. The basic models generalizing from the reformation facts are public-cars-rented and post subsidy. The two models have their advantage and disadvantage. It is not different in the condition of practicing the models.
