With the improvement of socialist market economic system, the traditional way on the use of cars by government officials is out of date gradually, due to the reason of over-equipped range, high administrative cost, and camouflaged privatization which draw much attention among public. Therefore, it is necessary to launch a nationwide reform campaign to get rid of the defects of current management system.By the reform on the use of cars by government officials, the improvement in resource allocation, government expenditure and administrative efficiency will contribute to a more honest and efficient government. The reform also proves to be institution regulation in administrative expenditure and advancement in improving the level of governance and socialism with Chinese characteristics.Symbolizing the beginning of this campaign, the Central Office of the Party and General Office of the State Council released two pieces of document paper on July of 2014, which named "The Guideline of Reform on the Management of Official Vehicles" and "The Project of Reform on the Management of Official Vehicles at Government Agencies". According to the schedule of the document, the reform at central government agencies has been done at the end of 2014. The reform at local level, which is more difficult because of its complication, expansiveness and socialization, will also be done at the end of 2015. As a western province with particular situation, the reform at Yunnan needs a localized, specific and operable solution which is sharply decreasing the amount of available vehicles, reducing administrative cost, so that the business transportation will become much scientific, convenient, economical, transparent and regulated.This article is trying to find the problems and reasons of the reform in Yunnan Province, and to suggest the reasonable solution from the perspective of public spending on government cars, overseas trips and official receptions, by summarizing the practice of other districts.
