Talents is a key to enterprises surviving and developing, especially the operators of enterprises. With China's entry to WTO and the flourishing development of the domestic economy, for the contention of the operators, overseas-funded enterprises and private enterprises compete with the state-owned enterprises. This causes Chinese state-owned enterprises losing a lot of operators and brings heavy losses. This text analyses the reason of operators' loss of state-owned enterprises through the study on its current situation, then put forward the tactics. Through the analysis to operator's loss phenomenon of state-owned enterprise, we found several reasons: First, the historical evolution of the traditional system makes an unreasonable way to choose the operators, which the outstanding operators unable to show their talent. Second, the power of the operators is limited and responsibility is not clear, influencing enterprise development. Third, the incentive mechanism is imperfect, and cause operator's psychological unbalance.And foreign enterprises have offered a lot of valuable experience to us on preventing the operator's loss. They employ the most suitable operator for enterprises through the strict interview system. This is the first step to preventing the operator's loss. Then give them the wide development space to play their abilities and honor for the operators through the effective incentive mechanism, thus prevented the running off of the operator as soon as possible. The state-owned enterprise of China should study the external experience, and make the corresponding countermeasure to deal with to operator's loss question. First, it is set up to rational state-owned enterprise operator chosen mechanism, reducing the government interference in choosing operator; it is accelerated to establishing manager's market mechanism, and builds the storehouse of the talents against operator's loss risk. Second, the wide development space to operators is offered, the scientific agency system is set up, government's administrative interference is weaken, the operator will have the enough decision-making power in operation, pay attention to training, and promote their value. Third, the incentive mechanism is set up .According the China's actual conditions; prudently the system of stock option is put in practice, including EVA incentive mechanism, the system of the great amount of retired pay, and the scientific system to appraise achievements.
