In the Middle Ages, the upsurge of the middle class was the deep inborn reasons for the western rule of law in the west Europe. The middle class constituted the main body of the Civil Society and became the foundation of the western rule of law. After the Second World War, the globalization of politics and economics forced the developing countries to transfer from tradition to modernization and led to the Third Wave of democratization. The stronger middle class became the nuclear power in the democratization campaign in the developing countries. All of this manifests that the middle class makes up the structural sustain for the rule of law as the essential part of the Civil Society, the main power of the Market Economy and the representation of the rational spirits. The lack of the middle class led to the scarcity of the factor of the rule of law in the traditional societal structure. After the Reform and Opening up, China has been transferring to themodernization. This led to the root change--the upsurge of the newmiddle class and the old middle class in the same "split second". But the development of the middle class must face to many plights. Therefore it is much important to cultivate the huge and mature middle class, as far as the modernization is concerned.
