On The Establishment Of Kunming International Mining Rights Trading Center For Southeast Asia

The new amendment of Mineral Resources Law ensures mineral properties transference under market economy. It is urgent to establish the modern mining market system to maintain the rights of various main bodies in mining right trade.Without a fixed place, people are very difficult to acknowledge this market. This is the biggest limitation in mining right trade until now. Both in China and ASEAN, there are not mature mining right trade markets, which are built under rules of WTO. Even though ASEAN is a prospective main minerals habitats in the world. This status does not correspond to their position in international trade of the resources. Kunming, as a provincial capital city, has the most convenient connection on the land with Southeast Asia in our China, has great advantage that the other domestic cities have not in the process of construction of Sino- AFTA and Great- Mekong subregion. Now, with this opportunity, Kunming will develop its economy at full speed. With the enormous resources and better scale of mining industry in Yunnan, in addition the strong complementarity with Southeast Asia countries, it is inevitable to cooperate with Southeast Asia countries in mining industry. Constructing trade centre of mining right of Sino-ASEAN in Kunming, realizing the rational use of the resources and capital through the market, it is significant to perfect the function of Sino- AFTA market, to implement the development strategies of "domestic and international resource, both markets ", to strengthen the important mineral resources reserve, to utilize foreign resources to solve the contradiction of mineral products.This study provides some suggestion to promote a way for mining industry economic develops under market economy, to develop a mineral resources strategy under the background of economic globalization and to build Kunming into trade centre of mining right of Sino-ASEAN as soon as possible.
