21 century is the digital and network century. Management Information System (MIS) is systematic information project, which integrate computer technology, net communication technology and management science. By applying advanced, suitable and effective MIS, the material flow, capital flow and information flow of the enterprise will be further expedited. The operation data will be more accurate, prompt and complete. With MIS, all information will be further analyzed so as to provide complete and scientific data to management for making decisions. MIS will push enterprises to enter the stage of modern management, which is scientific, reasonable, regulated and standardized. Moreover, MIS will provide the dependable information management technique support for the sustainable, liable and stable development of the enterprise.For the purpose of applying MIS practically, in this thesis, a complete analysis was made on the current managing demand in Agriculture Development Bank of Qinghai (ADBCQH). And considering the situation of using MIS in ADBCQH, it is discussed in detail on which mode of MIS ADBCQH should apply and how to develop MIS. On this basis, a blueprint was drew for ADBCQH on the framework of MIS, Reengineering plan of business process and the expected result of applying this system. Moreover, the thorough research was did in the aspects of the collectivity programming, system analysis and system design, working step, system running, system maintenance and system evaluation of MIS ADBCQH.By the way new type and applied MIS, the most importantfunction and the biggest value of MIS set up the management information construction and system through the advanced management thought so as to adapt to development of the enterprise. Moreover, they will apply and guide actual work. The viewpoint and method described in my thesis can be used for a good reference on how to establish a suitable MIS by enterprises, which is particularly state-owned policy bank and commercial bank with similar management level and MIS application level as ADBCQH.
