We view advanced countries's standardization management systems which force with market. government make professional community to do the standardization work enterprises are the main frce of standardization action, government run the voluntarily standardization system by policy leading and financial supporting in 21 century, all advanced countries make the developing strategy to dominate international standards for their own interests they transmit international economic competition. they take international standards as forceful weapons face market competition. there are many reasons which cause our current standardization management mechanism. government recognize little about the dual of market economy and the tow-hand strategy of government management in economy reformation, government hasn't solved the problem of "vacancy " in the middle of the market. With thetrendy of economy unified in the world, facing the challenge of foreign standardization strategy and requirements of WTO/TBT agreement, we should reform national standardization management systems as soon as possible, How to reform? From the "professional management" experience of advanced countries, professional community will do things well, which government can't do because of weaking ability on market management.The suggestions on national standardization management mechanism are: setting up the national standardization management organization which represents the benefits of all members with the policy supporting and macroscopic management by government; professional community ensure the management of standardization; enterprises play main role of standardization , enterprises control their own standards; establish the concepts that standards are products and commodities; set up a mechanism to raise funds for standards through various channels; strengthen the mechanism of training talents; beef up the principle of symmetry and transparency in the information market of standardization; push national standards into world; change the weak state of national standardization management.
