Modification On The Adjustment Scope Of Chinese Standardization Law

The theory of post-industrial society is a social science theory regarding the transition period of contemporary society as an important research object, which plays an important role in the social science. The "post" said by this theory means the transition and transformation from one state to another state. For the conversion of the contemporary society, the theory of post-industrial society has three theoretical pillars, which are economic form changing from product economy to service economy said by Baer, social individualization caused by the second wave changing to the third wave said by Toffler, and the risk changing from local r to social said by Beck and Giddens. The three theoretical pillars have become the characteristic of the post-industrial society in the post-industrial society theory.When the developed countries entered service economy from product economy officially, the Internet information industry became the engine of the service economy, risks of the information security constantly emerged as the Internet information industry economy working as the engine of the service economy in the1990 s, which are the same as the description of the theory of post-industrial society,people realized the strong ability of prediction and analyzation of the post-industrial society theory.In 2013, the facts that the proportion of service surpassed that of the industry in GDP for the first time, the number of Internet users ranked first in the world, and the security risk of food, air, water and other aspects outbroke constantly, fully show that China is heading from industrial society to post-industrial society. This trend occurred during the only 25 years since 1990 to now, which period is exactly right the time during which China Standardization Law was implemented. The coincidence of the time means: on one hand, the fundamental defect of standardization law implemented currently in our country is not consistent with the actual status of our society changing from industrial society to post-industrial society,and the most outstanding feature is that the adjustment range of Standardization Law currently implemented in China conflicts with the status of post-industrial societychanging from product economy to service economy. As a result, the Standardization Law must be revised, especially the adjustment range, on the other hand, although the Standardization Law has been amended for 10 years, no substantial progress has been made, reason of which lying in that it does not reflect this change of Chinese society.The transformation characteristics of China society moving from industrial society to post-industrial society, requires that the revision of China Standardization Law must be based on the background of the post-industrial society. Based on the background of the post- industrial society, the service of the economic form of post-industrial society first requires service industry must be included in the adjustment range of Standardization Law. The service industry are circumscribed into the adjustment range, which means: the characteristic of social individual and risk sociality of post- industrial society, the content about standard classification and standardization management in the Standardization Law should also be made adjustments.
