Further Improve China's State-owned Assets Supervision And Administration System

How to perfect the supervisory and management system for State-owed Assets (SOA) suited to the socialist market-oriented economy is an important and urgent issue in the developmental course of the present China's economic society. It's the key point to accomplish the integration of the socialist-public-ownership institution and the market-oriented economy, which not only plays important role in the reform of State-owed Enterprises (SOE), but also is an effective way to sustain and perfect the basic socialist economic institution, enhance China's competitive ability in the world, promote the new development of economy, maintain the stability and guarantee the national safety. Therefore, it's very meaningful to perfect the supervisory and management system for SOA through the institutional innovation.Firstly, the thesis probes into such theoretical issues as the orientation to the function of SOA under the conditions of the socialist market-oriented economy and its supervision and management; secondly, makes the empirical analysis to the reform course and innovative frame of the supervisory and management system for SOA, and introduces the management models of SOA in some developed countries; and finally, puts forward some strategies and suggestions for the further perfection of the supervisory and management system for SOA in China.The thesis consists of four parts as follows:In Part One, SOA and its function orientation as well as its supervision and management are commented. In detail, the part focuses on the probe into the connotation, the classification and operation features of SOA, the orientation to function of SOA under the conditions of the socialist market-oriented economy in China, and the supervision and management of SOA.In Part Two, an empirical analysis to the reform on China's supervisory and management system for SOA is made. In detail, the reform course of China's supervisory and management system for SOA is reviewed, and its basic experience is summarized. The managementmodels of SOA in some western developed countries are introduced. The meaning of borrowing the management models of SOA in some developed countries is revealed.In Part Three , the basic frame and the main problems of the new supervisory and management system for SOA in our country are probed. In detail, the basic frame of the new supervisory and management system for SOA in our country is illustrated, and some key problems to be solved in order to perfect the new supervisory and management system for SOA in our country are pointed out.In Part Four, the strategies and suggestions for the further perfection of the supervisory and management system for SOA in our country are given. In detail, the perfection of the institution for people providing capital and ensuring the rights of the people providing capital are emphasized, because it's the premise for the perfection of the supervisory and management system for SOA. The Opening and professionalization of the supervision and management for SOA are the key point of the supervision and management for SOA.
